Vienna’s urban development commission adopted an urban design guiding plan for the Erdberg office location on 13 October, covering the area under and beside the Tangente. The plan sets the framework for a new high-rise, new open and green spaces and a publicly accessible roof park of 5,000 square metres. It is now the basis for further development steps, which the city expects to take several years.
What the plan covers
The area lies between Erdbergstraße, Franzosengraben, Baumgasse and Nottendorfer Gasse and has two levels. The first is land under the Tangente owned by ASFINAG, which still holds the bus station; the station is to move to Handelskai. The second lies beside the Tangente at the existing park-and-ride facility.
Under the Tangente, possible uses range from sport and play to recreation, gastronomy and consumption-free zones. Good path connections and the reuse of the land directly on Erdbergstraße as new open space are also central.
The high-rise and the roof park
The existing P+R Erdberg facility is to be largely retained and supplemented by a high-rise built by the developer ARWAG. The guiding plan defines the main conditions for the project, including the publicly accessible roof park of about half a hectare. Planning councillor Ulli Sima compared its size to 25 tennis courts. The detailed design will be set through an architectural competition in 2027, after which the rezoning procedure is to start. The ideas were coordinated with ASFINAG as landowner of the area under the Tangente and ARWAG as project operator of the high-rise.
Survey and next steps
Specialist planners have examined what is feasible since summer 2025. An online survey in September and October 2025 addressed employees, property owners and residents of the wider area. Almost 800 people took part, and its main results were:
- more green space and a greater sense of safety
- more quality of stay and more services
- more than 80% would like to spend their breaks outdoors
According to Sima, thousands of employees work at the location, with different habits from those in classic residential areas.
The plan will be presented to the public and explained at an information exhibition:
