Tampere is completing the renovation of Puutarhakatu between Vanhankirkonpuisto Park and Hämeenpuisto Park, a project that began in March 2025. Ageing water and sewerage networks and other underground infrastructure have been renewed, and the street now has a wider two-way bicycle path on its northern side and pavements on both sides. The city also used the project to pilot a roadworks committee as a new form of participation.

What changed below and above ground

The main objective was to renew underground infrastructure that had reached the end of its service life, such as water and sewerage pipes. District cooling pipes were also installed, and electricity and telecommunications networks were renewed. The aim was to carry out as many upgrades as possible at the same time, reducing the need to reopen the street in the coming years.

Above ground, the street now has:

  • a wider two-way bicycle path on the northern side, part of the regional east-west main cycling route;
  • pavements on both sides, while the one-way carriageway for motor vehicles is retained;
  • improved stormwater management and renewed street lighting;
  • added parking for cars, bicycles and electric scooters, plus loading places for maintenance and service traffic;
  • more street trees and planting areas.

The renovation also allows properties bordering the street to improve the accessibility of their entrances, for example by removing low thresholds and stairs.

A roadworks committee for street users

The committee included residents and entrepreneurs as well as people who use and work on the street. Members could follow the progress of the project and discuss its impacts. During construction they gave feedback on worksite lighting, parking, communications and temporary arrangements. The feedback was used in both the construction work and communications. Construction engineer Mikko Siiro said the experiences were encouraging and many committee members found the approach useful.

Background and next steps

The renovation was one of the measures in the Tampere City Centre 2040 development programme, approved by the City Board in spring 2023. The City of Tampere is the main developer and Tampereen Infra Oy the main contractor. Tampere Water, Tampereen Energia Oy, Tampereen Energia Sähköverkko Oy and telecom operators are also involved. Completion will be celebrated at an event open to everyone on Wednesday 4 November 2026, from 2 pm to 7 pm. The event is organised by the City of Tampere and Tampere Tunnetuksi ry.
