Madrid’s Governing Board has approved the replotting project for the ‘Ciudad de Servicios de la ONCE-Calle de María Guilhou’ area in the Chamartín district. The project reorganises 9,943 m² and gives the city 2,959 m² of land for public facilities, plus a residential plot. It is meant to integrate the large block now occupied by the ONCE complex more closely into the surrounding neighbourhood.

What the city receives

The initiative is promoted by the Spanish National Organisation of the Blind (ONCE). Of the land for public facilities, 2,010 m² will be green space and 948 m² will be streets and circulation space. These transfers take the form of two plots that will become municipal property. The city will also receive a 721 m² residential plot, corresponding to the legal transfer of 10% of the development rights. This plot will have 979 m² of buildable floor area for free-market housing.

Only part of the site changes

The reorganised area is part of a ONCE plot on paseo de la Habana with a total surface of 33,673 m². The remaining 23,730 m² stay outside the new planning area and keep their planning classification and their use as a private facility. The project also keeps the highest heritage protection for the building at calle Platerías, 9, on the northern edge of the plot, which is listed at level 1 as a Bien de Interés Cultural.

Earlier steps

The city’s Plenary accepted ONCE’s initiative to develop the area on 30 April 2025. The replotting project then went through a 20-day public information period after its publication in the Boletín Oficial de la Comunidad de Madrid. No objections were filed during that period.

The ONCE services complex

The complex on paseo de la Habana will bring together much of the entities and services of the ONCE Social Group, including its General Council, General Directorate, Foundation and the Museo Tiflológico. Its stated aim is to concentrate services and activities that promote the rights, autonomy and inclusion of people with disabilities. Protected historic elements such as the Palacete Jardín Duque de Pastrana will be preserved and improved. The complex also includes an underground car park with almost 400 spaces, with places for people with reduced mobility and for electric vehicles.
