Barcelona City Council has opened two grant calls worth €10.5 million in total to improve the city’s housing stock. €6 million is for renovating the interior of homes and €4.5 million for accessibility works in residential buildings. Applications are open until 31 December 2026 for home renovation and until 11 December 2026 for accessibility.

Grants for home interiors

The home renovation call is for owners, usufructuaries and tenants who want to improve climate comfort, decarbonisation and energy efficiency in their home. Eligible works include changing enclosures, renewing windows, or replacing fossil-fuel heating and cooling systems with systems that use renewable energy. A separate functional adaptation line funds works that support daily activities and the autonomy of people with disabilities. This includes home automation, universal accessibility technology and devices that improve communicative accessibility inside the home.

Applicants can receive up to €6,000 of the cost of the works, provided the works cost at least €1,000. Applicants who use both programmes, energy efficiency and functional adaptation, can receive up to €9,000. The home must be the applicant’s usual and permanent residence at the time of application. The call has €6 million available until the end of 2027.

Lifts and barrier removal

The second call is run through the Consorci de l’Habitatge de Barcelona and the Oficina Tècnica d’Accessibilitat and is aimed at residents’ associations. It funds lift installation and the removal of architectural barriers in the common areas of buildings. The aim is to adapt existing buildings to the Codi d’Accessibilitat de Catalunya.

Lift in a building with at least three floorsup to 40%€45,000 (€60,000 for exterior lifts)

Other eligible works include extending lift stops and replacing cabins with models that meet the Codi d’Accessibilitat. Lifting platforms, ramps and other adapted devices are also covered. Electronic communication systems and home automation that support the autonomy of older people or people with disabilities are eligible as well.

The €4.5 million budget runs until 2028, and €500,000 of it is reserved for accessibility works under the Pla de Barris in Baró de Viver, in the Sant Andreu district. The city expects the grants to benefit more than 6,000 people.

Support for vulnerable households

The accessibility call includes a social cohesion grant for households with income below 3 times the Catalan income sufficiency indicator (IRSC). Households where a member has a disability of 33% or more can also apply, with an income threshold of 5.5 times the IRSC. This grant can cover up to 100% of the household’s share of the works.
