What it is
Smart Cities of Romania (SCoR) is a one-day national conference on smart-city solutions, organised by the Smart Cities of Romania Cluster, an association of companies and institutions working on urban technology in Romania. It brings together central and local government, regulators, companies, universities and embassies. The organiser says it draws more than 400 participants a year. The conference is held in Romanian.
The 11th edition took place on 6 May 2026 at Electrica SA in Bucharest. The 10th was on 21 November 2024 at the Central Library of the Politehnica University of Bucharest. The editions do not follow a fixed calendar.
How the 2026 programme was organised
The 2026 edition was about artificial intelligence in local public administration. The organiser said it wanted to move from concepts to a concrete treatment of smart-city projects: defining requirements, running procurement and measuring results.
The agenda had four blocks. An opening panel on national priorities and alignment with EU strategies (Digital Europe, the Green Deal and the AI Act) included the president of the Romanian Digitalisation Authority. A second panel looked at AI for administrative decisions: process automation, predictive analysis, urban data platforms and security. A demonstration session followed, where suppliers and public bodies presented applications; it covered the AI Act’s implications for local administrations, and included a presentation on an AI Factory in the Constanța metropolitan area. The last panel covered funding, with EU funds, the national recovery plan (PNRR) and public-private partnerships, and regional development agencies on the panel.
Who goes and how to take part
The programme is built around public-sector decision-makers and the suppliers who sell to them, with a small exhibition area during the breaks. In 2026 the conference was also streamed on the website, YouTube and Facebook. Registration used an online form, which is now closed. We could not find a ticket price published.
What the 2024 edition looked at
The 2024 edition marked ten years of the conference. Its framing text made a point that is still useful for city teams: not every digital project is a smart-city project, and technology does not help if projects are not matched to local needs or if rules and procedures are not changed first.
Why it matters for cities
For Romanian municipalities this is one of the few places where ministries, the digitalisation authority, regional development agencies and suppliers sit on the same panels. It is a practical setting for finding out which funding lines and national rules apply to a smart-city project. For an international comparison, see Smart City Expo World Congress.
Following the next edition
The next edition has not been announced. The cluster lists its conferences on scorcluster.ro, which is the place to watch.
