Vienna has broken ground on the second construction phase of the renewal of Wienerfeld West, a council housing estate in Favoriten. By 2028 this phase will add 40 new council flats, a commercial unit and an underground car park. It is part of a plan to build around 300 new flats on the estate, nearly doubling its previous housing stock.
What the second phase adds
The city announced the groundbreaking on 5 November 2026. The first new building on the estate was completed in the spring, when eleven council flats were handed over to tenants. The second phase follows with 40 further flats, which the city’s announcement describes as homes for 100 residents. Every flat has private outdoor space, and the buildings have balconies, terraces and step-free access. A shared “Gemeinschaftsbassena” links the circulation areas with communal spaces, and “green bridges” give the flats additional open space. New footpaths and communal gardens are planned, along with shared areas for play, gardening and rest.
Timber construction and energy
The buildings are built in timber or timber-hybrid construction and follow the criteria of the klimaaktiv Silver standard. The method relies on a high degree of prefabrication and repeated building elements, which allows economical delivery and short construction times. Energy is supplied by heat pumps and photovoltaics.
Renewing a wartime estate
Wienerfeld West was built in the 1940s under difficult conditions during the Second World War. The renewal proceeds step by step and follows the existing structure so that the estate keeps its familiar character, including its small-scale layout. Families, older residents and people who need step-free housing are named as the main beneficiaries. Wienerfeld West is the fourth project of the city’s new council housing programme, Gemeindebau NEU, in Favoriten, after Fontanastraße, Eisring Süd and Neues Landgut. Housing councillor Elke Hanel-Torsch said an affordable and secure home is essential for quality of life and cohesion in the city.
The wider programme
- Over 4,800 people already live in 20 Gemeindebau NEU buildings.
- Around 1,000 more new council flats are under construction, and further housing complexes are in planning.
- In total, over 5,700 new flats for around 13,000 future residents have been set in motion.
