Rotterdam’s executive has presented the 2027 budget. The budget sets out what the city will spend money on in 2027 and is the first of the current term. Housing comes first: the city plans to build 3,500 homes in 2027, mostly affordable. The budget puts into practice the coalition agreement “Vaart maken”, adopted in July 2026.

Housing and homelessness

The executive wants to build at least 15,000 homes by 2030, of which 10,000 will be affordable. A fund, the Doorbouwfonds, is meant to speed up construction of these homes, and more student housing is planned. The city will also tackle vacant buildings and protect tenants, while owners of homes with poor foundations will get help with repairs.

On homelessness, the budget follows the ‘Stadsakkoord tegen dakloosheid’, which the coalition concluded together with opposition parties. There will be more shelter places for families and young people. The executive is also expanding Room First: people living on the street receive the key to a place of their own, and care and support begin after that.

Other priorities

Housing is one of three central goals, alongside the strongest and greenest economy in Europe and the best city to grow up in. The executive is making more room for cyclists and aims for a city centre with fewer cars. It is investing in the future of the port and in companies working on health and medical technology. With TU Delft, the city is taking first steps towards Campus Rotterdam. The Nelson Mandelapark is planned in the Maashaven, a large park for Rotterdam-Zuid able to withstand extreme weather such as heat and heavy rain. From 2027, €450,000 is available for the Rotterdam Night Plan, carried out with the night advisory council N8W8. Also from 2027, the city takes on a new task, with funding, under the Aanvullend Zorg- en Welzijnsakkoord. It covers basic provisions in four areas: mental health, healthy growing up, a healthy lifestyle and healthy ageing.

On finances, the city pays fixed expenses from fixed income and keeps enough money in reserve for setbacks. The Rotterdam budget consists of 18 programmes.
