Madrid City Council and the Community of Madrid will sign a new primary social care agreement worth a total of €51.2 million for 2027-2030, after the municipal Governing Board authorised it. The agreement funds services that prevent social exclusion and support vulnerable people in the city. The two administrations have signed this agreement since 2015, and its budget has increased progressively since then.
What the agreement covers and when
The agreement will be signed by the city’s Area of Social Policies, Family and Equality and the regional Department of Family, Youth and Social Affairs. It will enter into force on 1 January 2027 and remain valid until 31 December 2030. It can be extended by up to four additional years.
The money
The city will contribute €5.8 million a year and the regional government €7 million a year, for annual funding of €12.8 million. The agreement sets out five specific lines of action:
| Line of action | Budget |
|---|---|
| Basic social services at the 40 municipal social services centres | €9.8 million |
| Protection of children and adolescents against violence | €597,000 |
| Family protection and child poverty | €1.1 million |
| Roma Development Plan | €197,000 |
| Mental health and emotional wellbeing | €1 million |
Who the services reach
The 40 centres provide advice, social intervention and follow-up for users. They handle situations arising from a lack of economic resources, insufficient family support, loss of housing or lack of personal autonomy. They also process benefits and social aid from the city, the region and other administrations.
The child protection funds go to services currently offered at the 12 childcare centres (CAI). These centres work with minors aged 0 to 17 at serious social risk or in situations of abandonment, and with their families, providing social, educational and psychological care.
The family line will fund projects for families in severe vulnerability or at risk of poverty with dependent children. The Roma Development Plan covers care, prevention of marginalisation and social inclusion initiatives for the Roma people. The mental health line will promote emotional wellbeing, with the aim of increasing protective factors and reducing risk factors.
