Bergen and neighbouring Øygarden have agreed on the content of the agreements meant to secure a new regional cargo port at Ågotnes. The port will replace the current cargo port at Dokken and Jekteviken in Bergen, and the agreements complete a long-running effort to move it. For Bergen, the move also opens the way for urban development in the city centre.
What the agreements cover
Øygarden municipality will be responsible for establishing the necessary port and quay infrastructure. It must also ensure that businesses get an offer equivalent to the services available in Bergen today. The two parties agree that the port will be developed on market terms and should support efficient, safe and environmentally friendly cargo handling for the whole Vestland region.
Transition from Dokken
Both municipalities agree that Greenport Services AS, which today serves most customers at Dokken, may continue its business at Ågotnes during a transition period. This is intended to give stable operations and predictability for businesses, employees and port users. Finance commissioner Eirik Tenfjord said the agreements provide for a safe transition from Dokken to Ågotnes and will secure the region’s role as a logistics and transport hub in western Norway.
Ownership and urban development
The agreements change the ownership of two companies, Bergen Havn AS and Bergen Havn Ågotnes AS. Once implemented, Bergen municipality will increase its stake in Bergen Havn AS, while Øygarden municipality will become the majority owner of Bergen Havn Ågotnes AS. According to Tenfjord, this secures local roots and supports long-term development of the region’s combined port offer. Øygarden’s mayor, Tom Georg Indrevik, said the cooperation will help develop a future-oriented cargo port for the Bergen area while allowing Bergen to carry out urban development centrally in the city.
Timeline and conditions
- Target: the new port at Ågotnes should be ready to take over today’s activity from 1 January 2028.
- Condition: if the new Sotra link is not finished at the planned time, the move will be postponed accordingly.
- Approvals: the agreements still require board approval at Bergen Havn AS and political approval in both municipalities.
